There has been some progress, but less than people think.\n\n### How can child marriage be legal in 139 countries?\nIn many countries there are loopholes in the law that allow marriage for under 18s. These loopholes are things like parental consent, religious or customary law, governmental approval or if a girl is pregnant or has given birth. \n\n### Why is child marriage a problem?\nChild marriage can force girls into situations that disempower them, and deprive them of fundamental rights to education, health and safety.
