A refugee has a well-founded fear of persecution for reasons of race, religion, nationality, political opinion or membership in a particular social group. Most likely, they cannot return home or are afraid to do so. War and ethnic, tribal and religious violence are leading causes of refugees fleeing their countries.

[1] [UNHCR - What is a refugee?](https://www.unrefugees.org/refugee-facts/what-is-a-refugee/) ","In the middle of 2023, there were 110 million forcibly displaced people in the world, and more than half of them are displaced in their own county.

### Who is not “officially” counted as a refugee?
Under the official definition and count of UNHCR there were 36.4 million refugees in the world in 2023. However, this does not include the roughly 6.1 million asylum seekers who are seeking asylum in another country, and it also does not count the roughly 5.6 million Venezuelans who are displaced abroad but do not qualify as asylum seekers or refugees – some of whom have chosen to seek other forms of legal status which may offer them faster paths to employment and education.

Palestinian refugees, whether in Palestine or still in another country, are under the status of refugee because they were forced to flee their homes by another country.

### Why is it a problem if people are “wrong” about this?
The fact that different people use the same word with different meanings, leads to misunderstandings. When people hear there are around 36 million international refugees in 2023, half of them believe it includes the internally displaced. But there are 62 million people displaced within their own countries, which means the total is probably larger than they assumed.

### Why are people “wrong” about this?
It’s not really wrong to assume that the word “refugee” includes people who flee to a different part of their country. It’s actually very intuitive, because both types of forcibly displaced people had the same reason for fleeing local conflicts or disasters in the area where they lived. Those who are still in their own country may have an easier situation in terms of visas and the right to work, but they often encounter similar challenges that refugees abroad do. They may be located in remote places with no right to the land they live on and with few opportunities to make a living.

### Where can I see the data?
[UNHCR here](https://www.unhcr.org/figures-at-a-glance.html)","Do you really mean that?","Almost nobody we have asked thinks “refugee” only refers to people displaced in their own county and not in other countries.","Refugees are displaced abroad"]
